I live in Riga. It is the capital of Latvia. On the card is the most beautiful building in Old Riga. This is House of Blackheads. Architectural monument of the XIV century. The building was reconstructed several times. During the WWII destroyed and restored our days. This house was built by the guild of Artisans for public use (1330 – 1353)
So, i have to Google to read more about it and this is what i found:
Originally built in 1344, this resurrected ghost is another reminder of Riga’s still-healing historical scars. Ironically located in the Town Hall Square by the Museum of Occupations, the original House of Blackheads (Melngalvju nams) was destroyed during the war in 1941 and buried by the Soviets in 1948. It was rebuilt in 2001 with careful attention to its original structure and exterior ornamentation to commemorate the city’s 800th anniversary. Originally owned by a merchant guild, in its current reincarnation the House of Blackheads serves as a museum and sometimes concert hall.

I grabbed the photo from my Postcrossing wall so I cannot post the stamps used. But it is a single stamp of Coat of Arms of Latvia. The Middle arms (as there is lesser arms) particularly released in 1994. Clicky here for an idea of how it looks like.

Gandang-ganda ako sa postcard na ito sis.Galing ng design and the color.Sana makakuha rin akong card from Latvia, another never-heard country for me.
I love the design, and the scroll effect – vintage na vintage. It’s a good thing this structure was re-built.
@Willa – this was a never heard country din for me not until i blogged. I am sure you have bumped into Sheng of Kaiden’s Gorgeous MOm. She was the one who first sent me a card from there as they were staying in Riga before they moved back to Australia. Then since i joined postcrossing, this is the second one i received. Tatlo na akin ngayon from Latvia.

Though one is considered private swap.
